Four levels, one system: why the order isn't optional

The Framework works across four levels — Quick Start, Functional, Business and Corporate. They are not four options to choose from. They are the sequence in which organisational capability develops.

Quick Start

What is actually happening here?

This is where an organisation moves from uncertainty to a shared language. It establishes what is really going on — not what leadership assumes is going on — and builds the same words for the same risk across HR, HSE, prevention, wellbeing and operations.

Nothing else works without it. People cannot recognise what they do not understand.

Functional Level

What do people and teams need at each stage?

Here the focus moves to the support people need at each stage of response and recovery. Psychosocial and trauma-informed principles are translated into daily practice, so managers and professionals know what to do rather than only what to know.

This level is where capability becomes visible in behaviour.

Business Level

How does this become how we work?

At this level, psychosocial risk stops being something the organisation addresses and starts shaping how work is led. It enters leadership behaviour, decision-making, work design and everyday organisational practice.

This is where strategy turns into how the organisation actually runs.

Corporate Level

How do we govern and prove it?

The final level places psychosocial risk where other organisational risks sit: visibly, with an owner, and with evidence behind it. Governance, accountability, monitoring, ISO 45003 and ESG.

This is where an organisation can answer the question an inspection asks — what changed, by when, and who signed for it.

Why the order isn't optional

Because each level produces something the next one depends on.

  • Quick Start produces a shared language
  • Functional Level produces a shared understanding of what people need
  • Business Level produces practice — psychosocial risk shaping how work is led
  • Corporate Level produces governance — responsibility that is visible, owned and evidenced

You cannot build practice on a language nobody shares. You cannot govern what you have not yet built.

That is why most organisations that try to enter at Business or Corporate end up with the pattern they recognise: excellent initiatives that don't connect to the conditions creating the risk.
